Can I message customers who bought from me without opting in?

Not for marketing. Transactional messages about their order are fine; promotional messages need explicit opt-in. Sending promotions without it generates blocks, and enough blocks restrict the number.

How often should I broadcast?

Less than you want to. Once or twice a month for most businesses. WhatsApp is a personal space and people are far quicker to block a business there than to unsubscribe from email.

Channel or broadcast list?

Channels are public, one-way and can be discovered: better for reach and updates. Broadcast lists go to saved contacts and feel more personal but are limited in size. Many businesses use both for different purposes.
